We are going to publish a rescue/adoption of the month, but don't want to be limited to any specific shelter or geographical location...

      Dan, we actually don't have a way to do this currently.  I'd recommend that you pick a location/zip code at random and then get a group of pets in that area and pick one based on their profiles (instead of letting the system pick one for you).
