Where can I find the explanation for the Weekly Tracker in the documentation? Why do our animals appear in reports for other organizations?

Several of our animals show up in Weekly Tracker Report for ASPCA and Adopt-A-Pet.  I can't find any info in the doc on how weekly tracker is uploading our info (assume it is available only?),  We have the basic RG package, no exports to PetFinder, etc.   Where can I find the explanation for Weekly Tracker in the documentation.
