Can I manually enter a Rescue ID?

Or is it something that is either null or automatically generated?  I'd like to be able to use that field and enter something manually.  Right now I'm using the Internal ID, but I don't really understand the difference between the two fields.

      Wendy,

      Rescue ID is a value provided by the user that is typically public 

      Internal ID is a value provided by the user that is not public

      External ID is a value that the import system uses to uniquely identify a pet
