I commented out the source code for a form to prevent it from being submitted.  Someone still submitted one.  If they bookmarked it could they still submit it?  So I then disabled it.  When I entered in the url for the form it still opened.  Should I be doing something else to prevent this?

      There is a known issue where a user can submit a disabled form if they have a direct link.

      CMTY-363 - Disabled Online Form is still accessible Open

      You may want to vote on this JIRA and watch it.

      If they are seeing this on a web page that is cached in a google search, you may want to find out which page that was and using Google Search Console, request that that URL be removed from their search cache.  If they submitted the form from another website, like a third party adoption site, you'll want to find out which one and possibly login there and edit that information.
