What is an alternative way to rotate pictures?

I tried to rotate them using the "Photos" App and it hasn't worked as expected.  What is another way I can rotate pictures using Windows?

      Using the Photos App works for most people, however, if you are one of the people who has struggled with this method you can follow the steps below, assuming you have the "Paint" program (it usually comes with Windows as well).

      1. Right-click your image
      2. In the Menu select Open With then Paint
      3. Using the Rotate Tool in paint, rotate your image
      4. Go to File > Save As then rename the file
