can I send a direct link of an application to a person

I need to have someone fill out a relinquishment, but the form is no longer on our website because we are not  accepting owner relinquishments.  Is there a way I can send someone a link to the form to fill out online? Or can I just send a PDF version?

      Go to Services then Online Forms.

      Click on the globe icon that says "view on website".

      Copy the url and send via email, etc.

      You can also click on the pdf icon to get a pdf.

      I thought disable setting would keep someone to use the link, but that didn't seem to be the case for me.

        I may be misreading but you say you have the relinquishment form turned off because you are no longer accepting them. I think you would have to have the feature turned back on to get it to work.
