Hi Sharon,
You can give a combination of roles without giving Site Admin access.
- Volunteer
- Look and Feel Admin
- Content Admin
- Media Manager
If you would like them to be able to help with other features of the website you may also want to give them the following roles:
- Shop Admin
- News Admin
- Event Admin
- Doc Admin
- Animal Admin

a web admin role so a website developer can work on the website would be very nice. Updating HTML and CSS shouldn't require admin privileges on nearly every other part of RG.

"page not found" on link
I have a volunteer who has offered to update, add info/content to our community cat page. I don't want her to have access to the entire website via Site Admin security role. There are Manager roles for other functions. Why not "Site Manager"?
Site Admin: Includes all permissions in addition to administer users, layout, custom pages, and can manage other RescueGroups.org Services
I don't want her to manage other services, add users, change permissions. Just work on the website content. I can't be the first person who needs this.
