I believe you need to also add the Contact to the Volunteer group. You can do that by editing the contact and scrolling down to the Groups section.

A person who was in our contacts as a adopter/ foster has started processing applications for us. I added a User Login Account to her information. I gave her the roles of Volunteer, Online Form User, Online Form Reviewer, and Online Form Manager. She is able to sign into Rescue Groups. I am not able to assign forms to her. What do I need to change?
