Sorry for the confusion on this. I'll try to explain the purpose of the two types of Contacts.
Contacts with a type of Web are Contacts that have been added by a visitor to your public website. This type of Contact would typically be added when a visitor registers on your website, submits an application, etc.
Contacts with a type of Admin are Contacts that the organization has added to their Contacts list, either by manually adding the Contact, or by going to a Web Contact and clicking Add or Merge Contact.
The difference between the two types of Contacts is whether the Contact is in the organization's Contact list or is only being used by a public visitor, and that's why Web Contacts don't show up in the Contact list.

That makes sense, but is there a way to get to these contacts through the web page without having their contact ID and entering it in the URL? My problem is that some of these have ended up in groups allowing them to be selectable as things like Fosters, which is a problem when they don't show up in the Contacts list. I'm wondering how they were assigned to these groups if I can't get to them through the web interface.
The hint about Merging them with existing contacts is very useful!

Hi,
I'm using the HTTP API to pull data for processing. In doing so, I've discovered that Contacts has two "Type"s; Admin and Web. The Admin contacts appear to be what's accessible from the Contact List and searches via the RGO web page. How does what access the "Web" Type contacts from the web page, and what purpose do they serve? Some of them are in groups, but they don't show up in the "Members" count or query. Being in groups makes them accessible in places (like Transferred to) that causes them to be more problematic.
