Is there a way to attach files to a submitted form, for example, attaching fence photos to a foster/ adopt application?

      Deborah,

      You can't upload files to a Submitted Form, but you can upload files to the Contact.  That should work better anyway, since the photos you mentioned are for the home (and not directly related to the specific Submitted Form).
