You can view the term 'rules' loosely here. As your organization is a TNR, you are promoting spay and neutering by default and would meet this requirement.

The rescue requirements state that documented spay/neuter rules are required. We are a TNR organization so our primary function is spay and neuter, but I'm not sure what would be considered rules.
