At this time, you can only adjust this setting for all forms. It sounds like you may prefer to selectively add the contact records, when approved, to have a bit more control.
You may also want to add this as a feature request for our developers to consider in a future update.
How can I submit a feature request or idea for an improvement to the RescueGroups.org services?

If our Global Settings for Online Forms is to create a Contact record for submitted forms... Is there any way to change that for an individual form? If someone fills out a Volunteer application we'd like to save their contact information - but if someone fills out a pre-visit interest form for a pet, we don't necessarily want to save that as they may never actually follow up with a visit.
